Environmental StewardshipThe Glastir SchemeThe Glastir scheme is to replace existing Welsh Environmental schemes: Tir Gofal, Tir Cynnal, Tir Mynydd and the Organic farming scheme / Organic farming conversion scheme. Those who submitted Glastir application forms by the 22nd November 2010 (and are approved at interview) will have a 1st January 2012 start date. The scheme is available to all Welsh farmers/landowners who have a Customer Registration Number and have 3 hectares or more which can be entered into a Glastir agreement. A Glastir agreement will last for five years. For all future new applicants, farmers and landowners who express an interest in Glastir when filling out their Single Application Forms (SAFs) will have a chance to apply to enter a Glastir agreement later in that year. The new Glastir scheme is made up of a number of environmental options which consist of: connectivity options, landscape features, habitat options, arable options, historic options along with specific options such as committing to slurry injecting, to encourage native breeds at risk of extinction and the provision of bats and birds in rural areas. Like the Environmental Stewardship schemes in England, to enter a Glastir agreement you have to achieve a point's threshold (with a recommended 10% buffer). Your application requires to average 28 points per hectare across your farm (50% reduction if organic option is chosen). Glastir payments are set at £28/hectare (Less Favoured Area (LFA) land entered into the scheme will receive £33.60/hectare). On top of the Glastir option payment is an additional Whole Farm Code Payment which can be calculated as follows:
To avoid dual funding, farmers and landowners that have existing or extended Tir Gofal or Tir Cynnal agreement will not be able to claim the Whole Farm Code payment until their Tir Gofal or Tir Cynnal agreement expires. Glastir entrants will also have the chance to express their interest in the Agricultural Reduction and Efficiency Scheme (ACRES) which is a capital grant scheme which provides funding for renewable on-farm heat, water and electricity supply and finally manure and slurry efficiency.
